The failures of Škoda (Š-II-b) and ČKD (P-II-b) in the development of a new infantry tank led to their mutual cooperation on a joint project. The agreement on the joint project, named as SP-II-b, was signed by both companies on 30 July 1936.
Skoda was to provide the production of the main axle, motion and steering gear, turret with gun armament. The company was also to provide the assembly of the prototype and its painting.
ČKD was to ensure the production of the hull, engine, gearbox, gearing, wiring and dashboard. Anticipated delivery of the prototype was set for 5/1937. Series production was to start two months later. However, the cooperation of the companies was tied up. Each company was also working on its own projects. The delivery of the prototype was thus delayed until 10/1937. The prototype covered 1967 kilometres during company runs and was taken over by the army on 5/3/1938. The prototype was taken to the Assault Carriage Regiment 1 in Milovice, where it was to undergo military trials. The tank received the military registration number 14.120. Here the prototype underwent military tests from 8 March 1938, during which it covered a total of 733 kilometres. Serious design flaws were discovered and therefore the prototype was sent to Skoda for modifications. However, the companies involved lost interest in the project. Skoda continued to work on its project Š-IIc. However, the MNO demanded delivery of the prototype and final acceptance took place on 23 February 1939. The prototype was sent to the Assault Carriage School in Vyškov, where it was caught by the German occupation. At that time it was without turret faceplate and armament. The fate of the prototype is unknown.
