Nikolai Karpovich Svirs was born on January 9, 1904, in the village of Gajvoron, in what is now the Kirovohrad region of Ukraine.

In the Civil War, N. K. Svirs voluntarily joined the Red Army in May 1920 and served as a military censor in the 24th Rifle Division. As part of it, he fought on the Western Front against the Poles, and in the late 1920s he fought against the Petlyurovs and the S. N. Bulak-Balachovich in Belarus. In October 1921 he was released to the reserve. In September 1923 he was again called up to the Red Army and enlisted in the 9th Sumy Infantry Course, after which he was appointed detachment commander in the 45th Rifle Regiment of the 15th Rifle Division in March 1924. In September, he was assigned to the Joint Military School named in Moscow. In September 1926, he graduated and was sent to the 39th Rifle Regiment of the 13th Rifle Division of the North Caucasus Military District (the village of Morozovskaya). He served in this regiment for more than 5 years in the positions of the commander of the rifle and machine gun platoon, the platoon of the regimental school, the commander of the rifle company. In February-April 1932 he retrained in the courses "Vystrel". After that he was appointed as the head of the regimental school of the Panteleimonovsky Kolkhozniki Regiment.

Since April 1933 he commanded a battalion of the Alexandrovsky Kolkhozniki Regiment. From October 1934 he served in the 4th Kolkhoz Rifle Regiment of the 2nd Rifle Division, holding the positions of commander and commissar of the Rifle Battalion, commander of the training battalion. He was awarded the Order of the Red Star for excellence in combat training by decree dated 17 August 1936. In January 1937 he was appointed Chief of Staff of the 341st Rifle Regiment 66th Rifle Division, and from May 1939 Deputy Chief of Staff of that division. From July 1940, the division was part of the 1st Army on the Far Eastern Front. In January 1941, Lieutenant Colonel Svirs was transferred to the position of Chief of the 1st Department of the Combat Training Division of the 1st Army, from March 1941 he served as Chief of the Combat Training Division of the 25th Army.

At the beginning of the Great Patriotic War in his previous capacity. In December 1941, he was appointed commander of the 102nd Fortified Area of the 15th Army. On 25 November 1942, he assumed command of the 22nd Rifle Division. On February 22, 1944, he was promoted to the rank of major-general.

The commander of the 26th Rifle Corps, to which the division belonged, major-general A. V. Skvortsov, in a service characteristic dated 13 July 1945, noted of him: "In the present situation, he orientates himself quickly and correctly, makes decisions confidently. He knows the tactical and technical characteristics of troop types and their tactical use, correctly assigns tasks to them and can organize synergy. Can organise and direct troops in combat, but does not sufficiently implement his decisions. Personally, Comrade Svirs is an energetic, efficient and disciplined general ... To date, the division is quite well combat-ready, has good marching ability and the ability to negotiate difficult mountainous and forested terrain, which was confirmed by a corps exercise conducted in June 1945."

During the Soviet-Japanese War, the 22nd Rifle Division took part in the Manchurian and Harbin-Guirin offensives. Advancing in the corps' first line of advance in the direction of Mulin and Mudanjiang, its units forcibly crossed the Mudanjiang River and fought on the northern approaches to Mudanjiang, flanking it from the northeast and northwest. Later, the division successfully attacked Harbin. It was awarded the honorary title of "Harbin Division" for its distinctions in combat during the conquest of Harbin.

After the war, Major-General Svirs continued to command the same division. From February 1946, he was deputy commander of the 137th Rifle Corps of the Far Eastern Military District. From April 1947 to April 1948, he was educated at the Higher Military Academy named after K. E. Voroshilov, then served in Zakva as deputy commander of the 39th Guards Airborne Corps. From November 1955 he was deputy commander of the 19th Rifle Corps. On October 18, 1958, he was transferred to the Reserve due to illness.

Died on June 23, 1959, in Odesa at the age of 55.
