Ivan Prokofievich Sivakov was born on 1 June 1901 in the village of Ivanovka Orenburg Oblast.

During the Civil War, I. P. Sivakov was drafted into the Red Army on September 10, 1919 and assigned to the 5th Reserve Regiment. In March 1920, he joined the 26th Infantry Command Course in Orenburg as a cadet. He took part in the suppression of the anti-Soviet revolt A. P. Sapozhkov in Saratov province. In May 1921, he completed his courses and was appointed platoon commander of the 78th Battalion of the 52nd Rifle Brigade of the All-Union Rifle Corps in Arkhangelsk. From June 1921 he commanded a platoon in the 155th, then in the 136th Rifle Regiment; from July he was at the same time chief of the Nenok section of the White Sea coast protection. In June 1922, Sivakov was transferred as platoon commander to the 46th Rifle Regiment of the 16th Rifle Division in Gatchina. From September 1921, he was retrained in the special detachment at the 8th Infantry School in Petrograd, and after its completion in September 1924, he was posted as platoon commander of the 84th Rifle Regiment of the 28th Mountain Division of the North Caucasus Military District. From 27 August to 2 October 1925 the regiment took part in the disarmament and liquidation of bandit groups in Chechnya and Ingushetia, and from 27 August to 27 September 1926 in the fight against banditry in Dagestan. From November 1926 Sivakov served as course commander and company commander of cadets in the Vladikavkaz Infantry School. In its ranks he took part in the liquidation of banditry in the Kabardino-Balkaria region in May-June 1928 and February-March 1930. From December 1931 he was chief and political instructor of the regimental school, then battalion commander of the 37th Rifle Regiment of the 13th Rifle Division in Kamensk. After the introduction of ranks in the Red Army in September 1935, he was promoted to the officer rank of captain in January 1936.

From December 1936 to July 1937, he studied in the "Vystrel" courses. He was subsequently appointed Chief of Staff of the 280th Rifle Regiment of the 81st Rifle Division. On 28 January 1938, he was promoted to the rank of major. From July 1938 he served as deputy chief of the 6th Department of the Red Army Command Corps Administration, from February 1940 as chief of the 2nd Kharkov Reserve Regiment advanced training courses for commanders. On September 7, 1940 he was promoted to the rank of colonel. From November 1940 he commanded first the 594th Reserve Rifle Regiment in the Charkov Military District and from March 1941 the 776th Rifle Regiment of the 214th Rifle Division.

At the beginning of the Great Patriotic War, the
214th Rifle Division was dispatched to the Western Front in July 1941, where, as part of the 22nd Rifle Division, the 22nd Rifle Division, the Smolensk, operating in the area of Velikiye Luka and at Andreapolis. In September, the division was moved to the Yartsevo direction as part of the 16th Army. In early October, after the front was broken by enemy troops, it was moved to the right flank of the army north of Svishchevo station, where it fought defensive battles in the Kapyrovshchina and Dedovo area. Afterwards, its troops withdrew to the Dnieper and on to Bogoroditskoye (northwest of Vyazma) as part of a group of troops under the command of the deputy commander of the frontline troops, Lieutenant General S. A. Kalinin. On 14 October 1941, the remnants of the division joined into composite detachments and fought north of Gzhatsk in a northeasterly direction. Colonel Sivakov headed the leading detachment, which fought its way across the Vyazemskoye Magistrala.

On 19 October 1941, he was wounded near Kamenets, then separated from the main detachment as part of a group of wounded. It was only on 23 October 1941, at the head of this group, that he managed to escape from an encirclement in the defensive zone of the
316th Rifle Division. After emerging from the encirclement, he was hospitalized. In January 1942, after recovering, he was appointed commander of the 15th Rifle Brigade of North Caucasus Military District. In March, the brigade left for the Northwestern Front. By the sentence of the military tribunal of the Northwestern Front of 6 April 1942, I. P. Sivakov was sentenced for "abuse of authority" to ten years in correctional labour camps without loss of rights. The execution of the sentence was postponed until after the war. In May he was appointed commander of the 117th Rifle Regiment of the 23rd Rifle Division. On 18 July 1942, I. P. Sivakov was completely exempted from the imposed sentence by the decision of the military tribunal of the Northwestern Front. In August 1942, the division was transferred to Stalingrad, where it took part in the Battle of Stalingrad as part of the Stalingrad and Don Fronts, fighting fierce defensive battles in the Novogrigorievskaya area until November. From November 1942, Colonel Sivakov was the deputy commander and from 11 December 1942, temporarily in charge of the 23rd Rifle Division. During the counter-offensive at Stalingrad, the division fought in the areas of Dmitrievka, Bolshaya Rososhka, Gorodišće, Barrikady.

From January 1943 Sivakov again served as deputy commander of the
23rd Rifle Division. For the steadfastness, courage, discipline and organization the division showed in the fighting at Stalingrad, it was renamed the 71st Guards Rifle Division on 1 March 1943. After the defeat of the enemy at Stalingrad in February-April, in the formation of the 21st Army (from 16 April 1943 6th Guards Army), the division fought on the Kharkov Line, taking part in the Kharkov Defense Operation. From April, Sivakov was deputy commander of the 71st Guards Rifle Division. As part of the 6th Guards Army Voronezh Front, he took part in the Battle of Kursk, Belgorod-Kharkov Offensive. On 15 September 1943, he was promoted to the rank of major-general. In October, the division was transferred to the 2nd Baltic Front, where it took part in the defensive battles on the Nevelskoye Line and in the defeat of the enemy grouping in Nevelskoye. From 12 January 1944, major-general I. P. Sivakov was treated in hospital and from June 1944 he again commanded the 71st Guards Rifle Division on the 1st Baltic Front. He participated with it in the Vitebsk-Orshan, Polotsk and Šiauliai offensive operations. The division distinguished itself especially during the Polotsk offensive operation. On 23 June 1944, its troops broke through enemy defenses, liberated the settlement of Shumilino in the Vitebsk region and broke the railway and highway Polock - Vitebsk. On 24 June 1944, the division forcibly crossed the Zapadna Dvina River, captured a major strong point of the enemy defenses in the settlement of Beshenkovichi, and led an attack on Polotsk.

For the successful accomplishment of combat tasks by the division in this operation, courage, heroism and skillful leadership of the division was
Major-General I. P. Sivakov was awarded the highest state decoration - the title Hero of the Soviet Union on 22 July 1944. During the Siauliai offensive operation on 20 July 1944, in the fighting for Daugavpils major-general Sivakov was killed in action. He was buried in Vitebsk.
