The design of the SK-33 tractor was a proposal of the company BMM (ČKD), which was to use two steam engines with a power of 80 hp. Compared to the development type of the Škoda Plzeň company (SK 13), it had a lighter weight, only 18 tons. However, this weight was identical to the SK 23 design of Škoda Plzeň. By the end of the war, however, work had not progressed. Two SK-33 designs were produced, differing in the steam engine used. These two designs bore the drawing designations "Dampfschlepper I" and "Dampfschlepper II".
